Local Initiative for Community Empowerment and Development (LICED)
Project Overview
The LICED project aims to empower historically marginalized and socially excluded groups, particularly freed Kamaiya and Haliya women, Dalit women, single women, persons with disabilities, and the ultra-poor through targeted community-based interventions in Belauri Municipality. The project will focus on enhancing socio-economic opportunities, strengthening access to basic services and rights, building leadership and advocacy capacity, and fostering inclusive local governance. By prioritizing the most vulnerable communities, the initiative works to reduce inequality and promote sustainable, community-led development.
Project Objectives
The project is expected to enhance the social and economic empowerment of marginalized and vulnerable groups in Belauri Municipality, enabling them to exercise their rights and improve their quality of life.

- Enhanced capacities and efforts for self-reliance, protection and social cohesion.
- Reduced prevalence of discrimination, sexual and gender-based violence, child exploitation and harmful practices
- Enhanced female participation in leadership roles and decision-making processes
- Strengthened engagement with duty bearers or local partners to enhance inclusive and protective policies, structures and systems
- Improved economic stability and self-sufficiency through skills development programs and income generation initiatives
- Improved livelihood sustainability and community resilience through effective responses to climate change
- Strengthened capacity of local government and actors to take responsibility and ownership for community-based livelihoods initiatives
- Improved access to sufficient safe water and sanitation
